William 'Bill' Finlan
Founder, Chief Executive Officer
Mr. Finlan is a Veteran of the U.S. Army Intelligence Corps, where he served as an intelligence analyst during the Cold War era. Prior to founding Insight Tactics, he worked in various capacities within the legal industry for over 20 years, creating a successful career in providing large-scale data-collection, processing, analysis, software training and consulting services to the legal industry. During this time, Mr. Finlan provided a substantial portion of the litigation support for the discovery phase of a $1.3 Billion judgment in Michelson v. Medtronic. Mr. Finlan has managed matters with over 30 terabytes of data in a series of interconnected databases.
Mr. Finlan has created training that enlightens how a corporations’ duty and ability to counter Corporate Espionage relates to Sarbanes-Oxley compliance. Addressing representatives from numerous organizations and agencies, he is spreading the word about the ability of companies to minimize their exposure for theft and corporate espionage by implementing simple but uncommonly found procedures and integrating them into their current security and organizational apparatus.
In early 2008, Mr. Finlan realized there was a startling lack of quality training in intelligence and counter-terrorism for our first responders within the U.S. Upon further investigation, he was also made aware that there is also insufficient intelligence analysis training for those elements which support our first responders with information. It is with this newfound understanding that Mr. Finlan set out to assemble the finest team of intelligence and counter-terrorism specialists available, transforming Insight Tactics into a major player within the intelligence training and consulting arena.

James Biesterfeld [Full Bio]

Mr. Biesterfeld entered the United States Army in 1971 as Military Police. Mr. Biesterfeld’s assignments within the Military Police Branch included: Investigator, Fort Belvoir Virginia; Drug Suppression Team, Mannheim, Germany; Commander of the Guard, NATO Site 4; and Executive Protection, Giessen, Germany. In 1983, Mr. Biesterfeld was recruited into the Intelligence field as a Special Agent - Counterintelligence. Some of his assignments included: Counterintelligence Division - U.S. Army Kwajalein Atoll, Marshall Islands; Discreet Surveillance Team, Germany; and Operation Desert Shield/ Operation Desert Storm, Kingdom of Saudi Arabia. Mr. Biesterfeld was responsible for the management of a detachment of Special Agents tasked with counterintelligence, counter-terrorism and counter-espionage operations in the Central Province. He was also the senior linguist tasked with reception, translation and assessment of intelligence information from deep-cover agents operating within enemy territory.
Upon his retirement from the U.S. Army in 1991, Mr. Biesterfeld became the Western Regional Manager - Investigations Division for the Wackenhut Corporation. In 1994, Mr. Biesterfeld formed Sovereign Executive Services, and brought his formidable background to bear on the fields of Executive Protection, Threat/Risk Assessment and Counterintelligence. Late in 1994, Mr. Biesterfeld also joined Brinks, Incorporated where he attained the position of Assistant Branch Manager after completing the Management Training Program.
In 1996, Mr. Biesterfeld began the Threat Management Division for Code 4 Protective Services of Anaheim, California, developing a substantial clientele and specialties in Workplace Violence, Stalking Intervention and Counter Industrial Espionage. Mr. Biesterfeld extended Close Protection capabilities and provided protection to such people as Peter Jennings, David Brinkley, Pat Buchanan; and such corporations as Hyundai of America, Chrysler Corporation and Young Chang America.
From January 1999 through March 1, 2009, Mr. Biesterfeld has operated Sovereign Executive Services, allowing him to expand the offered services to include counterintelligence investigations, Counter-Terrorism Support, Stalking Intervention (to include the investigation of Cyber-Stalkers), Celebrity Protection/mail analysis, Workplace Violence Intervention/Hostile Termination Support, Security Training Development and implementation, Computer Network Vulnerability Evaluations and Executive Protection, to name a few. He is also the principle security consultant for the Inland Empire Utilities Agency for matters of physical/technical security, Workplace Violence Intervention, security training and Counter-sabotage.
Mr. Biesterfeld has provided Counter-terrorism consultations and training to a wide spectrum of private companies, contractors to the FBI, and the Los Angeles Police Department Anti-terrorism Division. He has also provided Terrorism Seminar training programs for the Ontario Police Department SWAT and Hostage Negotiations Team; The Riverside County Sheriff and Command Staff, the Hemet Police Department Management Staff as well as the Inland Empire Terrorism Early Warning Group, the Orange County Terrorism Early Warning Group, the Water Safety Manager’s Association of Southern California, the San Diego County Arson Task Force and the San Diego chapter of IntraGard, an FBI program working with the private sector to protect the critical infrastructure of the United States. |

Dr. Shiloh Catanese [Full Bio]
Psychology Concepts Trainer
Dr. Shiloh Catanese is a 6-year veteran of the Glendora Police Department, where she worked as a patrol officer, background investigbator and terrorism liaison officer. During her service, Dr. Catanese was involved in two officer-involved shootings, and developed an interest in post-traumatic stress disorder among police officers. Subsequent research in PTSD led to an article published in Peace Officers' Research Association of California Law Enforcement News.
Dr. Catanese obtained her Doctorate of Psychology in Forensic Psychology from Alliant International University, Los Angeles (AIU). Her research in the area of police psychology has been presented in several national and international conferences, including the 3rd International Congress of Psychology and Law in adelaide, Australia and the 8th Annual International Association of Forensic Mental Health Services conference in Vienna, Austria. The majority of her experience as a clinician lies in the areas of sex offender treatment, forensic psychological assessment, and neuropsychology. Her clients have included High Risk Sex Offenders on state parole and sex offenders on Federal probation, for which she would assess for risk, personality disorders, and intellectual ability. Other areas of interest include international an domestic terrorism, violent serial offenders, and victimology.
Dr. Catanese is an active member of the International Association of Forensic Mental Health, the American Psychological Association, the American Psychology-Law Society, the Association for the Treatment of Sexual Abusers, the Society for Police and Criminal Psychology, and the California Coalitiion on Sexual Offending. |
